AACCUP Accreditation: Quality Standards for Philippine SUCs

State Universities and Colleges (SUCs) are instrumental in making education accessible and equitable across the Philippines through the Republic Act. 10931. The Philippines' government has adopted strategic initiatives to facilitate quality tertiary education through empowering Philippine education with Student Information Systems and other digital tools.

Besides, quality maintenance is essential for the SUCs and that is where AACCUP accreditation comes into the picture. CHED urges colleges and universities to undergo the university accreditation process, which can help improve core academic and institutional operations.

But what does the SUC accreditation entail, and how does AACCUP conduct the accreditation process? This article provides answers to these questions.

Understanding the SUC Accreditation

AACCUP, or the Accrediting Agency of Chartered Colleges and Universities in the Philippines, conducts the process by examining various aspects of the institution and the program. Similar bodies like PACUCOA also accredit Philippine universities, but AACCUP specifically focuses on state universities and colleges based on the following criteria:

  • Vision, Mission, Goals, and Objectives (VMGOs) — emphasize the clarity, consistency, and transmission of the program's guiding principles.
  • Faculty — qualifications, experience, and overall competence for effective curriculum delivery and continuous professional development.
  • Curriculum and Instruction — relevance, design, and effective delivery of the academic program to meet industry demands.
  • Student Support Services — effectiveness and availability of guidance, admission, extracurricular activities, and health services.
  • Research — engagement with research activities, leading to new knowledge acquisition and problem solving.
  • Extension and Community Involvement — outreach initiatives aligned with societal needs and national development.
  • Library — availability and relevance of digital and physical library resources that support programs and research.
  • Facilities — effectiveness and maintenance of physical infrastructure such as classrooms and offices.
  • Laboratories — functionality, safety, and maintenance of specialized labs crucial for experiential learning.
  • Administration — transparency and effectiveness of governance, resource management, and quality assurance processes.

Furthermore, the University of the Philippines (UP) system is a central part of the SUCs, which undergo the AACCUP accreditation process for several of their academic programs.

Step-by-Step SUC Accreditation

AACCUP conducts the SUC accreditation process — a multi-step procedure that assesses and enhances the overall quality of academic programs:

Application and Self-Survey

The first step is sending a formal application for accreditation to AACCUP for a specific program or the institution as a whole. This is followed by an internal self-assessment, wherein the institute examines its program and operations against AACCUP-set criteria.

The final outcome includes data collection, surveys, document reviews, and preparation of a comprehensive Program Performance Profile (PPP). Institutions can adopt tools like MasterSoft's Student Information System (SIS) to collect accurate student, academic, and program data — simplifying the self-survey process.

External Peer Review (On-Site Visit)

A team of experts and experienced educators conducts an on-site visit lasting several days, carrying out the following activities:

  • Self-Survey Report Validation — the accreditors examine the information and claims made in the self-assessment.
  • Documentation Examination — they review syllabi, student records, faculty credentials, research outputs, and financial statements.
  • Conduct Interviews — experts interact with students, faculty, alumni, and administrators to get diverse perspectives.
  • Examine Facilities — experts check physical infrastructure including laboratories, libraries, and student support services.
  • Observe Classes and Activities — they observe instructional methods and academic co-curricular activities.

Evaluation Against Standards and Criteria

The elaborate evaluation of the program against AACCUP-set standards covers ten specific criteria: VMGO, Faculty, Curriculum and Instruction, Students, Research, Extension and Community Involvement, Library, Physical Facilities, Laboratories, and Administration. The accrediting body rates the program's effectiveness and adequacy against each area.

Team Report and Recommendations

The accrediting team compiles a detailed report highlighting the program's strengths, improvement areas, and specific recommendations. The team submits the report to AACCUP's technical review committee and Board of Trustees.

Accreditation Decision and Levels

AACCUP's Board of Trustees declares the final accreditation status. Institutions that invest in smart SIS solutions are better positioned to meet documentation requirements at each level:

  • Candidate Status — initial status indicating the program's capability to attain accreditation.
  • Level I (Accredited) — the program meets basic quality standards.
  • Level II (Re-accredited) — indicates higher quality and continuous improvement.
  • Level III (Re-accredited with Advanced Programs) — strong research, extension, and advanced program offerings.
  • Level IV (Re-accredited with Institutional Accreditation) — the highest level, indicating world-class programs and full institutional accreditation.

Continuous Improvement and Re-Accreditation

Given that accreditation is a cyclical process, SUCs must continuously implement recommendations and improve their programs. Their programs must undergo scheduled reaccreditation visits every 3 or 5 years, depending on their accreditation level.

Conclusion

AACCUP accreditation is critical for quality assurance of state universities and colleges across the Philippines. It is beyond a formality — it is a necessary mechanism to instill continuous improvement and excellence. Institutions that streamline their data processes with MasterSoft's Student Information System are better equipped to meet AACCUP's rigorous documentation and reporting standards at every level.
